Scott A. Holcomb

Scott A. Holcomb is a member in Dickinson Wright’s Phoenix and Las Vegas offices who represents public entities, developers, and businesses in construction, real estate, procurement, and commercial litigation matters. His work focuses on government contracts, intergovernmental agreements, land use, development and construction-related documents as well as disputes, spacing a broad range of commercial and government issues, from property rights to regulatory compliance.

Scott brings extensive experience working with municipalities and public agencies, including having served as Town Attorney for Queen Creek and general counsel for the Northern Arizona Intergovernmental Public Transportation Authority (“Mountain Lion”) for many years. He advises on procurement, contract drafting, and regulatory matters, and appears before courts and administrative bodies, offering clients practical guidance across both litigation and day-to-day operational issues. 

• Served as Town Attorney for Queen Creek, advising on land use, procurement, elections, public records, and economic development matters
• Acts as general counsel to public entities and transportation authorities, providing ongoing legal and strategic guidance
• Drafts and negotiates construction and procurement contracts for large-scale public and private development projects
• Represents clients in significant infrastructure and construction initiatives, including major healthcare, municipal, and resort developments
• Defended municipal actions in high-stakes litigation, including annexation, public records, election matters, and water projects
